This image comparison here doesn't really do DLSS justice, since the incredible increase in image stability can only be seen in motion. There is no image reconstruction, and it looks just like if you were running a game in 1620p on a 4K monitor, because that's exactly what you are doing. FidelityFX CAS is also nothing more than a sharpening filter, which sometimes can look pretty good, but can also really make certain surfaces a grainy mess. But the DLSS reconstruction takes a bit of rendering time so there really isn't much of a difference. The former renders at 1620p vs 1440p by the latter when targeting 4k. Performance is pretty much the same between FidelityFX CAS and DLSS 2.0 Quality. Yes, the lighting difference is because of moving clouds.
